How to Create Flash Games Free
Creating Flash games is normally a time-consuming and expensive process because Flash is a sophisticated computer language used to develop corporate websites. However, a number of developers have made it possible for virtually anyone to create Flash games easily through the application of reusable game templates and objects.

Surf to one of the sites offering Flash game creation tools. (See Resources.)
(To present clear, specific instructions, the remaining steps will illustrate game creation with Playcrafter.com. But the same general steps apply to the other sites.)

Click the Launch Playcrafter button to load the development environment. Click an icon of one of the game templates to load the game onto the canvas, which is the window where you'll edit the game.

Press Play to test play the game so you know what its goals and obstacles are. For shooting games, click your left mouse button to shoot at the game pieces shooting at you.

Begin editing the game by pressing the Done button and clicking on one of the obstacle or gun pieces. Click the piece's X icon to delete it or its stamp icon to make copies of it.
If you choose the stamp icon, left-click on the canvas to create the new copies. Double-click the piece to remove the stamping function.

Click on environment pieces and position them as you did the gun icons. Drag new environment pieces from the Game Kit at the left of the canvas.

Test your game periodically by pressing the Play button. Delete more obstacles if the gameplay is too difficult and add more if too easy.

When you're satisfied with the creation of one level, add another by pressing the Add Level icon. Add more guns or obstacles to make the new level slightly more difficult to play than the first level.

Save and publish your game when you're satisfied with it: create a free account on the site, being sure to get you parent's permission to do so if you're under thirteen years old.

Play the games others have made, noticing ways to improve your own. Give specific comments to help other gamers improve their games.

Reload your game for editing, making changes based on what you've learned from the other games. Begin editing the game pieces themselves by clicking on the Piece Editor in the Game Kit window.
