How to How Transfer Money Using PayPal
PayPal provides a safe, secure way to transfer money online. All you need is the recipient's email address or cell phone number. With that, you can be making purchases online or sending money to family or friends for holidays or special events. The service is free for both parties in the United States when using their PayPal balance or bank account.

Set up an account at the PayPal website (paypal.com). All you need is an email address. The person to whom you are sending the money must also have a PayPal account to receive the funds.

Sign into your PayPal account and decide how you want to send the money. If you already have a PayPal account, you may have a balance from which you can withdraw. If not, click the "My Account" tab, hover over "Profile" and add your bank account or credit card if you haven't done so already.

Click the "Send Money" tab once you have input your information. Place the recipient's email address or cellphone number in the first input box and how much you want to transfer in the second. Choose the currency you are using and click the appropriate radio button for the type of purchase it is. Click "Continue."

Choose your payment method on the Review Your Payment page. Scroll down to Payment Method and click "Change." Enter a personal message if you want and then click "Send Money." Your transaction is complete.

Tips & Warnings
For an international money transfer, click the "Send Money" tab and on the right side, you will see a link to transfer money abroad. Click that and choose the country and payment method. PayPal will charge you a fee for international transfers.
If you want to wire money to an ATM or store, you must use a service such as Western Union or MoneyGram.

How can someone receive the money (and withdraw it) internationally if they don't have a bank account? Is it possible?
