1
Decide whether or not you'll serve alcohol. Beer and hard liquor sales have a lot of benefits. You'll bring in more customers and make more money. However, you also need to apply for a liquor license and the crowd at the pool hall will be more rowdy and wild. If you do decide to serve alcohol at your pool hall, you're definitely following the norm for this industry. An additional money maker is food. People who drink usually get hungry, so this is a further way to make money.

2
Set (if any) regulations for gambling. Pool is renown for it's gambling and it's an issue you must tackle head on as the manager of the pool hall. Gambling can influence a number of negative situations that you may not want. For example, two players may get into a verbal or physical dispute over a game. If you do prohibit gambling, hire extra security and managers to make sure money is still not switching hands under the table.

Set game limits and any other rules you want to enforce. Game limits all depends on the number of tables you have inside the hall and the demand to play. You may have to set game limits to one game with a sign-up sheet and waiting list. You'll also have to decide whether or not winner stays. Think of any other rules you want to enforce.

Promote your pool hall with upcoming tournaments and other events. Welcome in more customers with weekly tournaments or leagues. Set aside a couple times every year for major nationwide tournaments (if you have the pull). If space allows, bring in a band every Friday night. Keep things interesting and fresh.
