How to Make Toddler Tutus
Every little girl loves to play dress up, pretending to be a princess or a ballerina. Costumes can cost a lot of money, however, and don't fit for very long. That's why making a costume is a good cost-saving project. Tutus are one of the easiest pieces to make, and they look professional when completed. They are good play items and good gifts to give to other little girls for birthdays or other occasions.

Decide what color you would like the tutu to be. With tulle coming in every color of the rainbow, you have a large selection. You can even have several colors in one tutu.

Cut the elastic to the appropriate length to fit around the child's waist, plus an extra inch or so.

Tie or sew the ends of the elastic together, making a large circle.

Decide how long you want the tutu, and double it. For example, for a 16-inch tutu, measure 32 inches.

Cut strips of tulle 32 inches long and 4 to 6 inches wide. The width is not as important as the length.

Slip the elastic over something, such as the back of a chair, to make it easier to make the tutu.

Pick up one strip of tulle, fold it in half so it is only 16 inches long, and wrap it around the elastic.

Put the loop end of the tulle between the elastic and the chair, pull the ends of the tulle over the elastic and up through the loop. This will tie the tulle to the elastic.

Take another piece of tulle and do the same thing next to the first piece. Continue until the entire piece of elastic is covered by tulle.

Tips & Warnings
Multicolored tutus are very cute and look entirely different than solid-colored ones. All white tutus look very queenly, and two-tones make little girls feel like fairies.
Be sure not to tighten the tulle too much until the entire tutu is finished. This allows the elastic to stretch or contract without messing up the spacing of the tulle.
If you want to be a little more creative, you can sew or glue small fake flowers or gems to the skirt of the tutu. Ribbons also can be tied in the same way as the tulle, interspersed among the layers, to give it a more flowing effect.
