1
Examine the fixture closely for signs of damage. If the problem is with fixture itself on the frame or lens, it may be necessary to buy new parts or a new fixture from a local lighting or hardware store. Blackened ends on the fluorescent tubes indicate a problem with the lamps. Also, check the wiring in the attic. Rodents or other pests may have damaged the wiring.

2
Replace damaged wiring immediately. An exposed wire is a fire hazard and may also cause electrical shock. Do not simply tape up the exposed wire with electrical tape. This will not prevent heat from building up or stop electricity from jumping to other conductors or combustible material. Call an electrician for help rewiring the circuit.

Test the lamps by putting them one at a time in another working fixture. Check all of the lamps. Lamps are usually paired and if one is bad it will affect the other, causing it to flicker or burn out, and a flickering lamp stresses the ballast and may shorten its life as well. If a lamp does not function in the working fixture, replace it. It is not a bad idea to replace all the lamps at once to get an even light level and to prevent having to replace them each one at a time as they burn out.

4
Replace the ballast if all the lamps are working. Ballasts typically last 15 to 20 years, but overheating, overload, or other electrical problems may cause them to quit working prematurely. Take the old ballast to a lighting or hardware store to get an equivalent replacement. New ballasts may be wired in according to the diagram on the label, or an electrician or home maintenance company can be hired to do the job.

Tips & Warnings
Consider buying a new fixture if the ballast is bad or the fixture itself has been damaged. Often, the ballast will cost as much as a new fixture. When estimating the repair costs, take into account that newer more efficient technologies are available. It may be a good time for a kitchen lighting remodel to enhance style and maximize efficiency.
