How to Hold a Legal Raffle in Arizona

Raffles are legal in Arizona as long as the organization holding a raffle registers with the Attorney General's office or is exempt from the registration requirement. In addition to meeting registration or exemption laws, Arizona has rules for how a raffle can be conducted and what role members of the organization can play.

      Determine whether your organization is exempt from registering. If your organization is exempt from federal income tax under section 501 of the internal revenue code, you do not have to register the raffle. Other groups that are exempt include some fraternal orders and organizations; some religious, charitable and educational organizations; some nonprofit business leagues; and some civic leagues and clubs.

      Register with the Attorney General's office if your organization is not exempt by completing a written Amusement Gambling and Raffle Registration Form.

      Adhere to raffle rules once you determine that your organization is permitted to hold the raffle. No members or leaders of the organization can profit from the raffle. No member or leader of the organization can have an advantage in the raffle. Income can be no more than $10,000.
