Pick up the requirements. You will need to reach an experience level of at least 5, an energy level of 2 and a quality level of 25. Also, you will need 4 mobster followers.

Once you have the requirements, infiltrate the police department.

Once you have gained the police badge, keep it by staying in the department's good graces. Punching out witnesses or enemies is a luxury of having the police badge, but doing so can backfire and get your badge revoked.
