Browse the web for "refurbished laptop". These are good as new laptops but can not be sold as brand new by its manufacturer. Buyers, for one reason or another sometimes exchange the units for a newer model or just because they have had a change of choice. Manufacturers receive a lot of exchanged items and sell them again but only after making them go through all the checks to ensure they are up to standard specifications and performance. One of my favorite laptop source is TOSHIBA Direct since they sell direct with warranty and shipping at low prices.

They may not be currently on sale but if you have a little patience and are not in so much of a hurry, you can wait for special holidays. Most manufacturers declare their sales to coincide with holidays so with a little patience and effort you might spot that low cost laptop from the manufacturer of your choice!
