How to Reduce the Speed on a DSL Modem
Areas with a lot of users on the same Internet service provider can cause your DSL connection to slow down. Trying to do high bandwidth activities (such as gaming or downloading HD video) during peak hours will slow your DSL connection down. Improper modem or router settings can cause your DSL connection to slow down. While most of these are out of your control, there is a minor tweak you can do to reduce the speed of your Internet connection.

Click the "Start" button in the taskbar.

Click "Run." Type "gpedit.msc" (no quotes). Select "OK."

Find "Administrative Templates." Select "Network" and click "Qos Packet Schedule."

Click the "Limit Reservable Bandwidth" button. Place a check next to the "Enabled" box.

Click "Properties." By default, the numeric number applied to "Bandwidth" should be "20." Raise this to 35. Click "OK." Restart your DSL modem.
