How to Get Into Rivet City
In Fallout 3, there is no larger population center than Rivet City. The area plays a vital role in completing the game, and there are several side missions that require you to make repeated trips back to the city. There are multiple ways to get inside of Rivet City as well as the sunken third of the Rivet City bow.

Walk. This is the most time consuming way to get to Rivet City, to be sure. But in your travel to Rivet City you can earn yourself some valuable experience and stumble across items that you can trade once you're inside of Rivet City.

Fast warp through your Pip-Boy map. You can do this by simply going to your Pip-Boy screen, going to your map menu and selecting the Rivet City icon to fast travel to the bridge leading to the ship. From there, simply walk across the bridge to the front door.

Swim. You can gain access to the bow section of Rivet City by braving the irradiated waters of the Potomac River. On the near side of the bow (side nearest the shore), go underwater and search for a tube. Inside the tube is a hatch that leads into the bow section of the ship.

Pick the lock. Another way into the bow section of Rivet City is by crossing a small bridge that can be found as you approach the Jefferson Memorial. On the other side of this bridge is a door with a "Very Hard" leveled lock. If your skill is high enough, you can open the door and stroll inside. Just be careful as the area inside the door is booby trapped.

Tips & Warnings
Stock up on ammunition, first aid kits and lock picks to get through any locked doors and ward off any Super Mutants or Mirelurks that stand in your path.
There is another door that leads directly to the Rivet City Marketplace. However, the jump needed to get to the door from the bow will kill you every time.
