1
Find the two files you want to merge and open them in Photoshop. One of the files will be a PDF (Portable Document Format) and the other one should be any type of digital image file, such as a JPEG.
-
2
With the image file opened, drag your mouse to the application bar (at the top) and click "Select." From there, it should give you a drop down box of options; click "All." Next, copy the image by clicking "Edit" and then "Copy." You will now be finished with the image file, so close it. Now, with the PDF opened, paste the image into it by clicking "Edit" and then "Paste." The image will now be inside the PDF file. Two layers now exist--the layer of the PDF and the layer of the image.

Drag and drop the image layer to whichever position you wish. If you would like to resize the image, click "Edit" from the application bar (at the top) and then click "Free Transform." This will allow you to resize the image as big or small as you would like. Once you think you have the correct size, drag and drop it to the place you would like it to appear on the PDF.

Now that you have both layers in place, the next step is to turn the opacity down on the image layer. Adjust the opacity on the layers swatch; just make sure you have the image layer selected. Bring the opacity down to a percentage that you think looks best. Do not turn it down too much or the image might not be visible.

This last step is not necessary, but it can be helpful if the image layer is superimposing part of the PDF you want to be seen. Applying a gradient to the image layer is the best way to solve this problem, as it will give the image a "fading" effect, allowing what is underneath the image to be seen. To apply a gradient, first add a mask to the image layer; click the "Add Layer Mask" button on the bottom of the layers swatch. Select the gradient tool from the main toolbar. Use your mouse to create a gradient by dragging the cursor through the image layer. If it gives a look you do not want, simply undo it by clicking Edit > Undo in the application bar and then try it again until you get the look you want.

Once you feel you have achieved the look you wanted, export the file as a PDF by clicking File > Save in the application bar at the top of the screen. It will allow you save the file in many different formats, including JPEG, TIFF, PSD and several others. If you are wanting to save it as a PDF, choose the PDF option when you save it. Consider saving a PSD file of the project, which will allow you to go back and manipulate the image if you need to make changes.
