How to Make a Seed Starter
Making seed starters is easy and a great way to grow almost any plant from a seed. Using inexpensive, easy to find items, you can make a seed starter that is not only economical, but biodegradable as well. The seed starter can be planted straight into the soil, eliminating any possible damage to root systems that often accompanies a transplanting. As seed starters are small, they can be used to germinate plants indoors to protect them from harsh weather. Does this Spark an idea?

Use Old Toilet Paper Rolls

Acquire your materials. Each toilet paper roll will make two seed starters.

Cut the toilet paper in half horizontally so you end up with two short cylinders.

For each small cylinder, make four vertical incisions on of about one half inch on one side. This will be the bottom.

Fold the four flaps into a box weave flap. Do this by closing one flap, then have the flap to the left go under it, while the right flap should go over. Do the same to the other side, except reversing the pattern. You should end up with a pinwheel-like design and the bottom holding well together. Press them firmly together.

Fill the seed starters with soil. They're now ready to use.

Tips & Warnings
This method is probably not ideal for plants requiring very wet soil to germinate. Toilet paper rolls are cardboard and will disintegrate if wet enough.
If you're having difficulty keeping the bottom closed, you can try biodegradable glue. The weight from the soil is usually enough to keep the bottom closed and the starters upright.
