Step 1
The water in a hot tub or spa can only handle so much stuff (chemicals, bather waste, other material) dissolved into it. When it gets to a point where the levels of dissolved material is very high, the spa will produce a white foam over the surface when the jet pumps are on. If people use the hot tub with lotions or soaps on their skin, this will get into the water and also cause foaming.

If you have foaming and it is not white, maybe yellow or brown in color, the best thing to do is to drain the hot tub, clean the inside and refill with fresh water. You can use an anti foaming agent that seems to work to get rid of at least some of the foaming, it does not eliminate the underlying cause of the problem.

I recommend first using an anti foaming agent designed for hot tubs, try shocking the spa with a granular chlorine/bromine or chlorox bleach. Let the hot tub run for several minutes and see if it does not go away. If this process does not work, then the only other option is to drain the hot tub and refill with fresh water.
