1
Spread confectioner glue on the bottom of one wrapped Hershey Kiss, pressing it to the bottom of another Hershey Kiss. Hold the pieces of candy together for a few seconds so they can stick, then set aside for a few minutes so the glue can dry.
-
2
Cut the pieces of wire to make the stem of the flower. Make the wire any length you'd like, depending on how you plan to use the flower. For instance, if the Hershey Kiss flowers are being displayed in a vase, the wire needs to be long enough for the flower to stand over the edge of the vase.

3
Insert the wire into the pointed tip of the candy, pushing the wire so that it extends through into the top piece of candy as well. Cut a piece of cellophane into a 4-inch square. Place the center of the square over the top of the Hershey Kiss flower, spreading the cellophane down over the rose. Secure it tightly at the bottom by wrapping a piece of green floral tape around the base.

4
Wrap the green florist tape around the wire, starting at the bottom, so that no part of the wire shows through. Add artificial leaves underneath the rose buds, securing them with florist tape as well.
-
5
Tie a ribbon around the stem of the Hershey Kiss flower or a group of flowers. Tie the ribbon into a bow, or lace it through a small tag with a note for the recipient.

Tips & Warnings
If you can't find red or pink Hershey Kisses, use silver kisses and wrap them in colored cellophane or plastic wrap for the same effect.
Individual flowers make good favors for a special event, while a bouquet of roses make for good gifts or centerpieces.
Avoid eating the Hershey Kiss flowers, as they may be contaminated by the wire, or may become stale after being on display.
