1
Make sure the storm window sashes are properly installed in their tracks. The sash is the moving part of the window. The upper sash is on the outermost track, the lower sash is in the middle track and the screen usually fits into the inner track. If they are out of sequence, take them out and reinstall them for a tighter fit.

2
Do not force the sash if it gets stuck when you move it up and down. It could shatter or crack the glass or damage the sash, resulting in a loose or a rattling sash. Spray the tracks with silicone lubricant for easier movement.

3
Look for bends and twists in the frame. This may cause drafts as the sash does not fit properly on the tracks. A badly damaged frame must be replaced.

4
Remove any old caulk with a putty knife and scrape the perimeter of the storm frame to remove debris. Apply a fresh coat of caulk around the entire window from the outside and the inside.
-
5
Caulk the area where the window trim meets the building. It cuts down air leakage into the building.
