Step 1
If it is warm / sunny outside, of course the quickest way is to hang the clothes on a clothesline. You can also hang them on a clothesline inside of the house. I am assuming you need to have the clothes dry faster than what would normally be possible.
The quickest and safest way to dry clothes fast when there is no clothes dryer and you need the clothes dry NOW is by using a oil filled space heater and laying the clothes over it - being careful to not block the vents. -
Step 2
If there is no oil filled heater available, any type of space heater will work. Be careful to not place the clothes so close that they will burn and not so hot that they will scorch or shrink the fabric. You can also use a dry iron and take some of the moisture out by ironing the clothes while wet.

Step 3
A 200F oven can dry clothes out in no time. Be careful to not let the clothes touch the heating elements and crack the door to allow moisture to escape.

Step 4
Of course if they don't need to dry quickly, you can always hang them on a clothesline either inside or outside - this is the safest although if the weather doesn't cooperate, it can take a long time.
