Measure and cut two 7-inch-wide by 18-inch-long rectangles from the outer decorative fabric and two 7-inch-wide by 18-inch-long rectangles from the lining fabric. Place the two outer decorative fabric pieces with the right sides together. Match the edges and pin the two 18-inch sides and one 7-inch end for the bottom of the wine bag. Sew a 1/4-inch seam allowance on the pinned sides and the bottom of the bag. Repeat for the lining of the bag, leaving a 3-inch opening in the middle of one 18-inch side for turning.

Fold over one long side seam on the wine bag and line it up with the bottom seam, forming a point at the corner. Open the seams flat. Pin the seams together, 1 inch from the corner point. Stitch across the point at the pinned mark. Repeat on the other bottom corner and the two bottom corners of the wine bag lining. Trim off the triangle excess from the sewn point. This will form a squared bottom to the bag and allow it to stand up.

Turn the outer decorative wine bag right side out. Insert the outer bag inside the unturned lining bag. The right sides of each bag will be facing each other. Match up the top edges of the wine bag and lining and pin. Sew around the pinned edge using a 1/4-inch seam allowance. Turn the wine bag right side out through the opening in the lining. Hand sew the opening closed using matching thread.

Press the wine bag. Topstitch around the top edge of the bag 1/4 inch from the seamed edge. Cut a 24-inch piece of 1-inch wide wired ribbon. Place a bottle of wine in the lined bag. Pull the bag up and around the neck of the bottle. Wrap the ribbon around the bag at the neck of the bottle and tie it into a bow.
