How to Fix a Code 39
Code 39 is a Windows error that occurs when the system fails to recognize the drivers in a CD or DVD-ROM drive. When the drivers are not recognized, the computer will behave as if the drive is not present. This problem is most likely to occur following a Windows upgrade. There are a couple of methods that can be used to fix the problem.

Reinstall the Drive

Go to the "Start" menu, select "Control Panel" and choose "System and Maintenance." This will bring up a menu of all of the tools under "System and Maintenance," including the "Device Manager."

Open "Device Manager" and a window will come up that lists all of the devices on the system. Expand the "DVD/CD-ROM drives" section and right-click the drive that is not working. A menu of options will come up. Choose "Uninstall" from the menu. It will only take a few seconds for the drive to uninstall from the system and you will get a pop-up message when the device is successfully uninstalled.

Restart your computer. As the computer boots up, it will recognize the CD or DVD drive as a "new" device. The system will automatically reinstall the drive again with all of the proper drivers.
Edit the Registry

Go to your computer's registry. The registry can be accessed in the "Start" menu. Go to "Accessories" and choose "Run" from the list. In the box that comes up, type "regedit" and press the "Enter" key to get into the registry.

Click the plus sign to expand the "HKEY_LOCAL_MACHINE" option, then expand "SYSTEM," "CurrentControlSet," "Control," "Class" and click on the entry "{4D36E965-E325-11CE-BFC1-08002BE10318}" in the class folder. The right pane will have data on the CD or DVD-ROM drive on your system.

Look for "UpperFilters" and "LowerFilters" entries in the list of data in the right pane. If you see these entries, right-click on them and choose "Delete" to remove them from the registry.

Restart your computer. This will make the changes to your registry take effect. When your system reboots, your CD or DVD drive should be working.
