Elaborate on how this change can be brought about by a community driven effort. People like to know exactly how something will be accomplished before they support it, so you need to provide a solid methodology for instituting the necessary changes.

Close by reiterating the need for action. In order to move people to sign the petition and remind them of the importance of the cause, you should close by effectively restating the most important reasons why the change needs to take place.
