Step 1
First, ask yourself, what are our most valuable commodities ? Time ? Money ? Entertainment ? Peace of mind ? If you could minimize your time wasted sitting in traffic, wouldn't that have a value. If you could live close to your favorite dining establishments, shopping centers, sports arenas, etc. Also, if you didn't have to drive to the gym, the swim club, the movie rental place...
What I'm trying to say is, "Do not look solely at the monthly rent, to determine where you choose to live." -
Step 2
Go out and buy yourself a local map and a box of push pins. Now get out all of last months receipts and see where you spent most of your time & money. Now, put push pins into evrywhere you have substantial receipts for, and a push pin in the spot where you work, work out, go to church, etc.

Step 3
Now, finally, draw a circle no more than 10 miles out from the center of where all your push pins are, and that's where you should begin to look at apartments. Make a list of features that are most important to you in an apartment complex, and find one inside that circle that has what you want.
