How to Write a LinkedIn Recommendation
Recommendations are professional endorsements meant to give a job candidate leverage with a particular company. If someone you know well requests a LinkedIn recommendations from you, your goal in writing it is to clearly show why someone should do business with this person. Think of the Linkedin recommendation as a public reference check and think about the best way to get that person hired.

Avoid repeating facts that are obvious in your colleague's LinkedIn profile. Your duty is to add the perspective of opinion and add something of value not evident on the profile.

Highlight attributes that are expected based on the person's profile, but also add something unexpected. For example, if you're writing a recommendation for an IT professional, you want to discuss her skill and technological abilities, but add in something that makes her unique such as her adept interpersonal skills or ability to get a job done under extreme pressure.

Use examples and be specific. Your contact isn't just cool under fire, but she won over the company's toughest executive review team during a presentation. Your contact isn't just a leader outside of work, she's involved in her community and is active as a Girl Scout troop leader. Use examples that demonstrate why someone is great at what she does and she completes the task.
