1
Place a saucer or small plate, such as a cake plate, on a piece of gold cardstock. Trace around it with a pencil. Cut out the circle. Place a cup onto a piece of brown cardstock, trace around it and cut it out.

2
Put the brown circle aside. Take the gold circle and set it on a table in front of you. Cut the gold crepe paper streamer into 3 to 4 inch strips. Cut approximately 30 strips, though how many you need will depend upon how tightly you layer them and how large your plate is.

3
Take one gold strip. Fold the edges downward to create a loop shaped the same way that many popular charity ribbons are shaped. Hold the loop to the edge of your gold circle, with the loop side overlapping the edge. Staple it into place.
-
4
Make another loop and staple it onto the circle, next to the first one. Continue doing this around the edge of the circle, ensuring that all the loops are radiating outward from the center of the circle.
-
5
Make a new layer of loops when you have finished the first row. These should be closer to the center of the circle, and overlapping the first row of loops. Space them so the new loops are staggered between the loops in the first row. Staple them all into place. If you like, you can create a third inner row of loops for fullness.

6
Set aside your gold cardboard with loops. Take the brown cardboard and the brown crepe paper. Cut the brown crepe paper into 2-inch strips. Twist the strips in the center and staple them onto the brown circle. You can do this in a random pattern, but space them tightly together until you have covered the entire circle.
-
7
Staple the brown circle to the center of the gold circle. Fluff the edges of the brown strips so that they fill out the circle and obscure all of the staples.
