Drink plenty of water. Hydrating the lips is very important in prevention and treatment of chapped lips. The more dehydrated the body, the drier the lips are. People in the medical field even evaluate the lips for signs of dehydration.

Apply lip balm or oil several times a day. For extremely chapped lips, and immediate relief, it's best to use an oil based lip balm. For prevention use a balm that has SPF in it. Apply the lip products directly before going to bed.

As hard as it is, do NOT lip your lips. This might give temporary relief, but it is just that, temporary. It makes the lips more chapped. This is why you should avoid using lip products that taste yummy. If it taste good, you'll be more tempted to lick it off. Kinda defeats the purpose.

Dampen a soft, clean toothbrush with warm water. Massage the lips with it to remove dead skin, and promote the growth of new skin.

Avoid eating salty foods while your lips are chapped. It irritates the skin.
