1
Wrap the elastic around the waist of the person you are making the tutu for. Subtract 2 inches from the waist size and cut the elastic with scissors. The elastic will stretch as you tie on the tulle.
-
2
Overlap about 1 inch of the ends of the elastic. Sew the ends of the elastic together using the needle and thread. Sew a couple rows to strengthen the seams. Slide the elastic over something round to keep it from sliding around while you work, such as a paper towel roll or your thigh.
-
3
Cut several strips of tulle fabric to be 16 inches in length and 6 inches wide. The more tulle you use, the fuller the fairy tutu will be. This will make it more fluffy. You will need around 60 strips of tulle or more.
-
4
Fold a tulle strip in half lengthwise and slide it onto the elastic. Cross the ends of tulle together and bring one end through the resultingloop to make a knot. The tulle will squeeze the elastic as you make knots with each strip. Continue tying on the strips of tulle all the way around the elastic.

5
Tie a strip of ribbon onto the tutu and make a bow where the sewn part of the elastic is. Your fairy tutu is now ready to wear.
