Step 1
Choose a book. This book will serve as the reading material for your test. The reading level of the material should be appropriate for the age of the subject whom you are testing.

Choose the specific portion of the book that you want the subject to read. The passage should be at least 250 words and should be entirely new to the subject.

Step 3
Make a copy of the portion of the book to be read. This copy is for yourself and will allow you to mark any reading errors that the subject makes.

Step 4
Time the subject as she reads the passage aloud. As you listen to the subject read, mark any reading errors that she makes on your copy of the reading material. The reading should be stopped after exactly 1 minute has passed.

Step 5
Mark the last word that the subject read before the minute expired.

Step 6
Count the total number of words that the subject read aloud.

Step 7
Subtract the number of errors that were made from the total number of words that were read. The difference between the two numbers is the fluency rate of the subject expressed in terms of correct words per minute (CWPM).
