How to Get the Sinking Lure in Legend of Zelda for Wii
The Sinking Lure in the Legend of Zelda: Ocarina of Time allows Link to more easily catch larger fish in the fishing pond when used. Fish caught with the Sinking Lure normally do not qualify for prizes and are marked as illegal. The Sinking Lure can be made legal by talking to the fisherman after finding it. This lure needs to be found every time Link visits the fishing pond in order to use it.

Catch fish until you find one that weighs at least 15 pounds.

Talk to the fisherman at the fishing pond. You will get the Golden Scale. Link must have the Golden Scale to find the Sinking Lure.

Examine the grass near the wall. This is the most common location of the Sinking Lure in the Legend of Zelda.

Examine the rocks by where the stream enters the fishing pond.

Examine the log sticking out of the pond.

Talk to the fisherman after you have found the Sinking Lure.

Choose the option "Let's talk about something else." Fish caught with the Sinking Lure will now be legal for winning prizes.

Tips & Warnings
If Link does not talk to the fisherman before using the lure, any fish he catches will be illegal. This disqualifies these fishes from winning the various prizes in the Legend of Zelda no matter how much they weigh.
