How to Obtain a Provisional Teaching Certificate in D.C.
In the District of Columbia, a provisional teaching license is called a transitional license and is awarded by the District of Columbia State Board of Education. It is applicable for one year, and cannot be renewed after that one year. Also, if you are interested in a transitional license, you can never have been previously employed as a public school teacher in the District of Columbia.

Complete a bachelor's degree program in the subject area or grade level you wish to teach. The District of Columbia State Board of Education does not give licenses to teachers at any level without a bachelor's degree. Elementary school candidates may major in liberal arts.

Have an education agency (public school) in the District of Columbia request you be granted the license. Or graduate from a teaching program approved by the District of Columbia or your current state. This allows you to get a transitional license without the request from an education agency or a major in an applicable area to the subject you want to teach. You still must have a bachelor's degree, however.

You can avoid needing a transitional certificate by moving up to a a Regular 1 license. Earn a passing score on the Praxis I and the Praxis II Content Knowledge exams. These are the state teacher licensing exams accepted by the District of Columbia. Enroll in a teacher-preparation program approved by the District of Columbia (or by your current state if you are not a District of Columbia resident). Even if you are going directly into a Regular I license rather than having completed a transitional, you must have a bachelor's degree. Get a job with a District of Columbia public school. The school you worked for with a transitional license may be willing to rehire you if you are now trying for a Regular I license. The Regular I license lasts for two years and is non-renewable, but the license can be upgraded to a Regular II-B if you continue employment as a public school teacher.
