These programs also come with extensive manuals and tutorials that will teach a person the basics of web page design.

2. Read a book. Books like "Web Design for Dummies" are aimed at people who don't know the first thing about web page design. Though they can quickly be well below your knowledge level, they are a good way for beginners to get an idea of what they're in for.

3. Use an online tutorial. The Internet is a wealth of information on every topic, and web page design is no exception. Sites like www.killersites.com are dedicated to teaching a person how to design the best possible web page.

4. Look at the code to existing web sites. By right-clicking anywhere on a web page and clicking the "View Page Source" option, you can see the full HTML code for that particular site. Looking at the code for a professionally designed web page is a great way to learn some new tips and tricks for your pages.
