Step 1
Create a mission statement that reflects the goals and values of the fundraising organization. Write a one- to two-sentence mission statement that answers the following questions: "Why does the organization, exist and what is its overall purpose?"

Step 2
Create a concise business plan, including goals, objectives, operating budget and bylaws. Contact legal counsel to assist with drafting bylaws.

Fill out Articles of Incorporation paperwork with the state attorney general's office or secretary of state's office. Consult an attorney or legal counsel (specializing in non-profit law) to assist with filing paperwork.

Apply for 501(c)(3) status with the Internal Revenue Service (see References). Fill out Forms 1023 (Application for Recognition of Exemption) and 8718 (fee application form) and submit to the IRS.

Apply for a federal employer identification number (EIN) with the IRS. Fill out Form SS-4 and submit paperwork to the IRS.

Contact the state Department of Revenue and local/municipal clerk's office. File paperwork for both state and local tax exemption.

Contact the state attorney general or local Department of Revenue. Fill out paperwork for charitable solicitation (fundraising) permits or licenses. Pay local and state licensing fees.

Create accurate donor management and accounting systems. Hire an accountant or bookkeeping service to assist with record-keeping and accounting.

Apply for a non-profit mailing permit with United States Post Office (USPS). Read Publication 417 (Nonprofit Standard Mail Eligibility) for further information (see References).
