1
Log into your Hotmail account using a Web browser and and navigating to https://login.live.com/. Verify that Hotmail is up and running. If the Hotmail site is down, Outlook cannot contact it to download your messages.
-
2
Verify that the Microsoft Hotmail account is still active. You must have a paid Hotmail account to use it with the automatic Microsoft Outlook features. The account must be paid up and in good standing. If your account has been turned off, you cannot access messages until it is restarted.

Verify that the password in Microsoft Outlook for the email account matches that used to access Hotmail. Go to the Hotmail website and log in. Open Microsoft Outlook. Select "Tools" and then "Email Accounts". Under the "Email" section, be sure "View or change existing email accounts" is selected and then click on "Next." In the "Email Accounts" list, highlight the email address for Hotmail. Click on the "Change" button. Enter the password that worked for the Hotmail website. Be sure "Remember my password" is checked. Click on "OK" to save the change. Click on the "Send/Receive" button in Microsoft Outlook. Your email from Hotmail should download.
