Open the "Control Panel"
From the "Start Menu," located in the bottom left corner of your screen, select the "Control Panel." -

Select "Customize Colors"
When the control panel is open, the "Appearance and Personalization" section has a "Customize Colors" option. -

Change Colors in Windows Vista
When the "Windows Colors and Appearance" box opens, choose from the color options available. To adjust these colors you can select the "Show Color Mixer" at the bottom of the screen. This option allows you to adjust the hue, saturation, and brightness of the colors you are changing. -

Make Windows Vista Elements Transparent
In the center of the screen there is button to adjust the transparency of elements in Windows Vista. Simply slide the bar left and right by holding down your mouse button on the transparency bar. The setting farthest to the left makes Windows Vista elements more solid. The setting farthest to the left makes Windows Vista elements more transparent. -
Step 5
Save Your Color and Transparency Changes!
Always select "ok" at the bottom of the screen to ensure you have saved the color and transparency changes.
