How to Buy FEMA Trailers

The Federal Emergency Management Agency (FEMA) purchased a surplus of trailers to use in the aftermath of natural disasters. FEMA has published a disposal plan that includes the auction of trailers through a government site. As of October 2008, FEMA has reduced inventory by 1,150 units. During the next phase, which started in May 2009, FEMA began selling those units that were usable, but needed repair--a total of 14,000 mobile homes and more than 100,000 trailers. The extent of repairs is unknown. Determining the value of the trailer is one of the most challenging aspects of contemplating a purchase. Interested parties are asked to assess the condition of the unit before transfer, donation or sale.

      Go to the U.S. General Services Administration (GSA) website (see References). This is the website used by the government to auction excess inventory.

      Register to bid. Go to GSAAuctions.gov, set up a user account to log in and bid on items. The registration form must create a user name, password and password hint for reference. Registration is free, however. Your credit card number will be stored for verification. GSA Auctions uses Pay.Gov for payment service to help facilitate the registration process.

      Evaluate the trailer for damages and repair costs. Many trailers have been damaged and are in need of repair. Common repairs needed are water intrusion damage, missing and nonoperable components and structural damage.

      Skip to the front of the line if you represent a state agency. Nonprofit organizations interested in making a purchase can contact their local State Agency for Surplus Property. All remaining trailers will be sold through GSA Auctions.

      Make yourself familiar with the terms of the sale. The purchasing entity assumes all costs of transportation. You will need to sign a buyer's certificate acknowledging that the trailer will not be resold as housing.

      View the available trailers by using the Browse GSA Auctions link and place a bid. If you win the bid, you will be contacted by a GSA representative.
