Step 1
WIN/LOSS RECORD - Make a point of looking at other player's win/loss records before the game play starts. If the player has a ridiculously high win to loss ratio, odds are pretty high that they are cheating. In my experience, I've noticed that most of the cheaters playing Mario Kart DS online, have at least 3 times the wins as they do losses.

Step 2
SPEED OR ABILITY TO RUN AWAY FROM THE PACK - While playing, keep an eye on your opponents and their positions during the race. If you notice one player running a lot faster or way ahead of the pack and leaving everyone else behind easily, they are cheating. The cars or vehicles in the game run fairly close in speed and usually to build a lead of any kind, it has to happen over the course of the total laps ran during the race, not half way through the first lap.

Step 3
POWERS/WEAPONS - There are codes that players can use that will give them all of the weapons at the beginning of the game, rather than getting them during the race fairly. Most of the time, you can tell which players are able to do this by looking at their win/loss rating before starting the game. I have seen players with thousands of wins and no losses and this is how they accomplish that. If they have all of the powers and weapons at their disposal and blast you from the start, you aren't going to be able to compete to win.
