  1. Step 1

    First you want to go to www.state.pa.us and click on the State Agencies tab. Once you click on it, look for Public Utilities Commission.Click on "Online Forms" and then click on "PUC 178LM". That is the application for Carriers of Persons in Limousine Service. Print out the application and follow the instructions and send that with $350 to Harrisburg, PA. If you apply outside of Philadelphia, it is $350. If you apply in the city of Philadelphia, You must apply through the Philadelphia Parking Authority and it will cost you $10,000.

  2. Step 2

    Second, as you are waiting for the application from Harrisburg to be approved, go to http://www.fmcsa.dot.gov/registration-licensing/online-registration/onlineregdescription.htm and apply for the USDOT/ICC/MC Number for your company. You would need this to be able to transport people across the country.

  3. Step 3

    Next, After you apply online for your USDOT/MC/ICC number, If you have good credit, you can go to www.sba.gov or to your local bank and apply for a Business Loan. Make sure you have enough collateral for the loan. Also have a business plan ready to present to the lenders for your company.

  4. Step 4

    Once you get approved for your business loan, If you haven't yet, get office space with parking for the amount of cars you want to start with. You might get away with a small office to start. You may also want to get a subscription to Limousine and Charter Tour Magazine. Their website is www.lctmag.com.

  5. Step 5

    Once everything is set, Your PUC Number, your USDOT/ICC/MC Number, your office space and so on, then you go get some vehicles. My best bet would be to start with 5 or less cars. You can get some Used Lincoln Town Cars or Cadillac DTS's. They must be under 9 years of age and under 250,000 miles to be used as Limousines in Pennsylvania.

Tips & Warnings
  • Make sure you advertise big when you start out to get your customer base.
  • If you are denied your PUC License, You have to try again after 90 days and it will cost you again.
