- Program tassels or bookmark tassels.
- Hole punch if using bookmark tassels

Step 1
Buy either bookmark tassels or program tassels. You could spend hours making your own tassels, but it's lots easier, and not that expensive to buy tassels made specifically for this purpose. Program tassels have a long, usually stretchy loop that goes over the fold on the program. Bookmark tassels need to be tied through a hole in the paper. Use bookmark tassels only on heavy paper like sixty pound cardstock. Holes through all the pages tend to make it difficult to open the program. A hole on the spine tends to rip out along the fold. With all these limitations, only use bookmark tassels if the tassel works into the design on the front of the program. For example, you might have a picture of a roller shade on the front, and the tassel looks like the pull on the roller shade.

Step 2
If using program tassels measure the fold on your program, then search for program tassels with a loop made for that size paper. The internet is probably the best place to look, but you may also find them locally at a large print shop. Once you get them, just open the program to the middle page and slide the loop over to the fold, then close the program.

Step 3
If using bookmark tassels, use a hole punch to punch a hole where you want to attach the tassel. Insert the loop on the bookmark tassel through the hole, then put the tassel end through the loop.
