Things You'll Need:
- Adobe Photoshop CS4
- Adobe Flash CS4
- Some knowledge of both programs.

Step 1
Open Photoshop and create a new document at the size you want your web page.

Start creating the background that you would like to appear on all your web pages. Label this tab your background tab.

Start making your navigation bar. Using the text box tool add all the navigation links that you would like to appear on your navigation bar. Make a new layer folder named navigationbar and make sure all your text boxes are in different layers, put the text box layers in the folder.

Now in different layers create what you want your different pages to look like. Try and keep everything organized using labeled layer folders.

After you are satisfied with what everything looks like save it as a .psd file.

Open Flash and go to File > Import > Import to stage, find the .psd file that you just created. Select the file and now select all the options you want for your layers and folders. At the bottom make sure "Place layers at original positions" and "Set stage size to same size as Photoshop canvas" is checked. Then click "ok" when you are satisfied with all the settings.

Step 7
You can now use Flash to create the buttons and motions you would like to happen in your website.
