Step 1
Create a character that would survive an intense situation in the real world. If you try to build a weakling, you will succeed. Charisma isn't really that important in a land full of mutants.

Step 2
Don't spread out your skill points. You should focus on one weapon proficiency at a time. If you want your character to use small guns in the beginning then focus on that. The more points in this skill, the more damage and accuracy you will inflict. You will have enough points in the long run to be proficient in several other weapon styles.

Step 3
Be a pack rat. Money is the key to happiness, if by happiness you mean the ability to blow off the heads of your enemies. To do this you will need the latest and greatest in weaponry and the ammunition to accompany it. There are a lot of caps to be made just by finding and selling the junk laying around all of those raider camps that you destroy.

Step 4
Use drugs. Just say yes! Drugs can bring out the best in you and only have small side effects. You will have plenty of caps to cure yourself of addiction anyway. In the heat of battle, don't be afraid to inject yourself if it will prevent death.

Step 5
Drink from water fountains, and sinks. The toilet can be tempting, but the radiation (and whatever else is in there) should be a big enough deterrent for you.
