Most thrift stores have a few garden tools in their inventory such as rakes and shovels, as well as a few hand garden tools. -

Discount Garden Wheel BarrowFind a few estate sales.
This is my personal favorite place to look for garden tools. Get to the sale early and head straight to the back yard and garage area. Most often you can find all the discount garden tools you’ll ever need in one spot. You can possibly work a deal with the sale operator if you take all of them. -
Step 3
Post a “Wanted” ad with freecycle.org.
Freecycle.org has local chapters throughout the US (as well as select locations in other countries.) Many times if you’re looking for a simple garden tool, such as a shovel, someone might have an extra one that they’re willing to give away. It doesn’t hurt to ask -

Garden Hoe - a faithful companion in the gardenGarage sales are another good place to find discount garden tools. However, unlike an estate sale where an entire house and garage is being liquidated, you may have to hit a few yard sales to find the hand garden tools you need. Be sure to read the garage sale description before you go.

Many credit card rewards programs offer gift cards to various retailers including home improvement and garden stores. Redeem your points for one and create your own discount for your garden tools.
