Determine how many phone lines you will need and then how many the predictive dialer system can support. Make sure the system is user-friendly so that your company won't need to spend man-hours training various operators and agents.

Find out what software it is compatible with. Most work with either Windows or Linux. You'll also need to figure out if you can integrate it with other database software.

Determine if the predictive dialer system can deal with answering machines and voice mail systems. Many systems can also do automatic call backs for busy signals and eliminate disconnected numbers. This is a huge time saver, so be sure to research this aspect of the systems performance capabilities.

Run some tests to answer the following questions. How long does it take the predictive dialer system to connect to an operator when it detects a live answer? Does the system has a low percentage of mistakes as far as live answer prediction?

Select a dialer that complies with legislative changes involving telemarketing such as the "Do Not Call" list. Make sure you can add numbers you do not wish to call from the Do Not Call registry.

on 10/9/2009 I would also suggest going with a software based system like Voicent's predictive dialer, Agent Dialer. Software based so you don't have to pay hefty monthly fees for the hosting model or pay for expensive legacy hardware.
