1
Review the terms and conditions of the Neopets website. You may have only skimmed over this section during your Neopets account creation, but if your Neopets account is frozen, it's probably because you violated one of the rules found in the terms and conditions. If that's the case, you may not be able to get your Neopets account reactivated. If, after reviewing the terms and conditions you still feel your account was wrongfully frozen, proceed to Step 2.

2
See if you received a Neomail from the Neopets team telling you why your account was frozen. Though the Neopets team can freeze your account without notifying you, sometimes members of the Neopets team will send friendly Neomails to users letting them know the reason their account was frozen. If you received the Neomail, but still feel you haven't done anything wrong, it's time to contact the Neopets team.

Send an email to a Neopets team members individually. If you weren't able to get your problem resolved by emailing frozen@neopets.com, it's time to contact members of the Neopets team directly. You can contact a member of the Neopets team directly by sending an email to name@support.neopets.com. Remember to be honest, nice and polite while pleading your case. Also, if you know you did something wrong to get your account frozen, now's the time to come clean and apologize.
-
5
Wait to hear back from frozen@neopets.com or the Neopets team member you emailed. The Neopets team is a busy group, so it may take days or weeks to get a response. If you haven't heard anything after a week, it's acceptable to send a follow-up email to ask about the status of your account.

Tips & Warnings
If you're at all friendly with any of the Neopets team members, now's the time to reintroduce yourself. Someone who knows you individually, rather than by an account number alone, may be more willing to help you solve your frozen account problem.
Even if you try your best, there's a chance you may not be able to get your Neopets account reactivated. In the event that you cannot get your Neopets account restored, review the terms and conditions and set up a new account.
