Open Yahoo! Messenger.

Enter your username and password.

Click "Sign In."

Go to the "Messenger" menu and select "Yahoo Chat."

As of July 2009 this option is currently disabled; however, Yahoo! states that it's under development.

Check frequently for new versions of Yahoo! Messenger to be informed when the "Create a Room" feature becomes available.
The official statement on Yahoo's website, as of this writing, reads: "At the moment, creating your own chat room isn't an option, but we're working toward providing the ability to set up a room in a way that complies with our Terms of Service. Please stay tuned!"
