Step 1
This is how I would start to draw the first step of something like this, however a lot of people would complete the circles and erase the unwanted lines later. You can do either way.

Step 2
Now start adding things like the neck tie, and the eye markings. This bear is a panda so your adding the fur colors not the eyes. Also add his cute nose!

Step 3
Start adding some proportion to the bears face. The downward curved lines under the darkened eye patches, and next to the nose... those are lines that show where the bears cheeks are, like he's smiling. Add a curved line to him showing where you would see that part of his back, also finish off the face lines around his cheeks.

Step 4
Add the eyes now, the buttons to show the shirt, I added a couple of lines to show wrinkles in the fabric. I left a highlight in the eyes, makes them look more real and filled in the rest lightly with pencil. Finish adding thew rest of details.

Step 5
Finish the details and start adding some shadowing to your cartoon bear. Darken parts of his fur, I use diagonal lines because I often dislike the solid block of color that a complete color can do.

Step 6
Now to inking, What I've done here is I just took a Sharpie pen and inked over the existing pencil lines... I use Sharpies as my inking tool, you might use something else and that's fine too... it's just best for me.
You darken all the lines and finish up with final shadowing. Then earase the pencil lines from underneath. -
Step 7
Final step is to add any more details you may want! I decided to add a border design, do what you would like.. sign your work and congrats you've drawn a cartoon bear!
