Step 1
Visit your local bike shop. Don't look at the new rims on display -- instead go to the mechanics and tell them what you're looking for. Most bike shops have a back room filled with gear and parts that have been taken off of bikes when the owners have upgraded components. In this case, their junk is your treasure. Don't be afraid to bargain a little bit to knock the price down. They'll usually be happy to get rid of the old rims, since they're just taking up space in the shop.

Step 2
Check local bike and triathlon club message boards and forums. Many cyclists and triathletes upgrade the components on their bikes, including the rims, and are happy to clean out their garage and make a few bucks in the process. Look for rims advertised for sale or place your own "want to buy" ad.

Scout out yard sales and thrift shops. You can often buy old bikes for a song at yard sales and thrift shops, and sometimes it's worth buying the old bike just to get the rims. Be sure of the measurements for the rims you're looking for, and take along a tape measure to ensure the rims on the bike you buy are the right size for your bike.

Go through online auction sites. Sites like eBay sell just about everything, so be sure to look there as well. Check out the shipping costs, as not every bargain is as good as it looks if the seller tacks on a high shipping cost.
