Using Myxer, all you need is to have music saved to your computer, and a USB cable to connect your iPhone to your computer.

Instructions

      Navigate to the official Myxer homepage on your computer (see References) and click "Ringtones" on the homepage.

      Click "Browse" on the right side of the page and use the browser to navigate to a song saved on your computer.

      Click "Open" to select the song and click the green "Upload" tab on the website.

      Entering a starting and ending time for the clip of the song you are using. Your clip must be less than 39 seconds when using the iPhone. Click "Continue" once you have selected your clip.

      Select "iPhone" in the drop-down menu to indicate that you are using the iPhone and click "Finish." A clip of the song will be made. Select a folder to save the clip in and click "OK."
