      Print and fill out a zaevlenie which is a letter to the Consulate General. The form for this letter can be found at the following web site: http://www.consulrussia.org/docs/Passport/pas_vinokurov.pdf

      Fill out a form (anketa) to get your registration. This form can be found here: http://www.consulrussia.org/docs/Passport/PASS/reg_kart.pdf

      Copy your Russian international passport (must be current, not expired). If the passport is expired then, there are special procedures as you cannot get a new passport without being registered and you cannot get registered without a current zagranpassport.

      Copy your american documents that prove you are legally located within the United States, such as your US passport.

      Also send in a self-addressed, pre-stamped envelop. I would recommend something you can track such as FEDEX.

      Fill out a money order in the amount of 50 dollars, made out to the Russian Consulate of San Francisco.
