For whatever reason, a particular file may need to be removed. This might be due to several factors. Perhaps it is infected with a virus or is a virus itself, or possibly it just isn't needed anymore. Startup.exe is typically a Windows-based file, however there can be viruses with the same name. If it needs to be removed, it's not difficult to do so.

Find the link for the "Unlocker" software listed in Resources. Unlocker is a program that disables the locks on files that keep them from being opened (or removed).

Follow the link and download the software. Once the download finishes (it is a small file so it will not take long), open the file to launch the installation wizard. Follow the prompts to complete the setup.

Navigate to the Startup.exe file. It can typically be found in "C:\ProgramFiles."

Right-click the file and select "Unlocker" from the pull-down menu. This will open another window that displays all the locks on the file. Click "Unlock All." All the locks will now be removed that are keeping the file from being manipulated.

Click "Quit", which will close the new window. Select the file again and hit the "delete" key. You will be asked if you're sure you want to remove the file. Click "Yes" and the Startup.exe file will be removed.
