Step 1
One way to sand your wheel without doing a whole lot of sanding is to do it on a drill press. Turn the switch on the drill press and spin the tire to get it started.

Soak your sand paper in water and sand the surface of the wheel while it is spinning. Try to get rid of that rust. Don't have the wheel spinning too fast. A drill press was not made to take a lot of pressure, so you want to stop regularly to ease up on the pressure.

Step 3
Now that the surface is sanded, its time to buff it. Set the drill press to the slowest speed and get your buffer.

Step 4
Start buffering your wheel. Clean the buffing wheel regularly. Reapply rouge during polishing.

Step 5
When polishing the edges, start with heavy pressure and then lighten up the pressure. So that's it, you are done.
