For the first file: Make this a large file, for example, 1200 x 2000 pixels, so it is easy for you to work on and seeing details without having to zoom in-and-out often. File > New > [enter required information in the text area, select your choice(s), and set the canvas size in "inches"]. Use a resolution of at least 92 pixels per inch. Click OK. This one is where you will be putting your actual work on.

For the second file: Use the exact dimension you measured for your CD/DVD case for this file. File > New > [enter required information in the text area, select your choice(s), and set the canvas size in "inches".]. Use a resolution of at least 300 pixels per inches (dpi), you need a high resolution for the print. Click OK. This one is for the actual cover.
Keep this file open, reserve until called to use.

For the front cover: on the large canvas created in Step 3, use the Photoshop brush, pen, paint bucket, spray bottle tools to draw your design. You can use your downloaded or scanned photos (graphics), too.

Remember to create the spine of your CD/DVD cover; the folding part of your cover. Use the Rectangular Marquee tool to make a strip area where the cover will be fold, and make that fold area lighter in color: Image > Adjust > Brightness/Contrast, use the Brightness slider to mark the fold area.
-

Once you have finish your artwork, add some text to the canvas by using the Text tool on your tool box. Pick a color, font and size, type anything you want. For effects, right click mouse and choose "Effects" on the drop-down list. Adjust settings for your text on there and click OK.
You can add text to the "fold" area of the cover, if desired.

8
When you are satisfied with your design, flatten your image: Layer > Flatten Image.
-
9
Drag your finished design onto the smaller canvas (file) made in Step 4.
-
