How to Add FTP Site Operators in IIS
An FTP site operator on a Windows computer enables administrators to create other users who can help configure and monitor the web server. An FTP site operator cannot change the anonymous user access or change the identification of the server, but the user can enable logging, set permissions, and conduct other basic tasks, freeing the administrator for other projects.

Click the Windows "Start" button and select "Settings." Click the "Control Panel" icon from the menu.

Double-click the "Administrative Tasks" icon.

Double-click "Internet Information Service." This opens the IIS console.

Right-click the server name on the left panel and select "Properties."

Click the "Operators" tab.

Click the "Add" button under the "Operators" section. This opens a window that lists all the users on the network.

Select a user to add. The selection can also be a group of users.

Click "OK."

Click the "OK" button. The user highlighted in step 7 is now an FTP site operator.
