How to Install Telnet Server
Enabling Telnet services allows clients to interface with the server through a command prompt. Port 23 is the port used for Telnet, but it is not installed by default when you set up a new Windows server. When configuring a new Windows server, you may want to allow clients to connect using port 23. However, Telnet services can be installed and enabled through the Windows services console.

Click the Windows "Start" button.

Select "All Programs."

Select "Administrative Tasks." This opens a window with several administrative functions for the server.

Double-click the "Add/Remove Programs" icon.

Click the "Windows Components" icon. This opens a list of services with corresponding check boxes. If the service is already installed, the check boxes are already checked. Click the "Telnet" check box and press "OK."

Click the "Finish" button after the installation is complete.
Enable the Service

Double-click the "Services" icon that is shown in the "Administrative Tasks" window opened in section one.

Scroll down the list of services and find the service labeled "Telnet." Right-click the icon and press "Properties."

Select "Automatic" in the "Startup Options" section. This tells Windows to automatically start the service whenever the computer is rebooted.

Click the "OK" button for changes to take effect.

Close the "Services" window.
